Dates/rules of thumb for using heat packs/cold packs/nothing?

Are there any rules of thumb for when to use a heat pack, a cold pack, or nothing when you ship leos? Do you take the temp of where you ship to, where you ship from, or ??? Do you do it by month? When are the safest times of yaer to ship leos? I am thinking September/October and May/June would be the most temperate times?
