old enough for sand?

I have a bearded dragon that's about 4 months old, he's 7 inches long in total. I was told to keep him on paper towels until he was old enough to have clean sand instead in the tank. When is the proper age for him to have the sand? Thanks.

Still way too small. I think you'd be best to wait until he's full grown.
