How long before adding frogs?

I just set up a new tank for my 3 luecs. There last tank was pretty plain with no backround so this time i siliconed driftwood to the back and then filled in the gaps with great stuff which was then coated with black silicon and co-co fiber. Anyway, my question is i have live sheet moss for a substrate this time and was wondering how long i should let it settle before i add the frogs. Oh, and are two 5,000k 15 watt flouresent lights over a 20g tall enough lights for the moss?

I was wondering the same thing myself. My viv has been running nicely for about a month, and I'm hoping to add some frogs soon. I would think that for a tall tank you will wan to run a higher wattage bulb for optimal growth. I have a 65w CF floodlight that I converted to an over-tank light, and it seems to be encouraging good moss and algae growth, but the java is growing slower than I had hoped, so maybe you could even go with a higher wattage setup than I have.
