Your help is needed, what should i do

Im going to white plains show on the 18th while there im thinking of getting something for 4yr old girl. We are located in Northern Jersey. im looking to get a tortoise or turtle for her, what would be best for me to get? looking for something less then $50 and if possible something not needing uvb lights and all. It should be easy to take care of and doesnt get big, im looking for something small.

NOTHING WILL DO!
Children should not have "pet" turtles. Turtles are not pets, they do not like to play or fetch. Get the child a hamster or something. All turtles require UVB, and you are not going to be able to find a turtle and setup for under $50! Try maybe $150!
PLEASE DO NOT BUY YOUR CHILD A TURTLE!!!!!!!

Hamsters suck. Get a rat. Rats are awesome.
Aquatic turtles are never any fun to hold. They squirm and scratch and sometimes bite. Box turtles and small tortoises are, but they are pretty diffucult to keep! A 4 year old would have fun helping you care for one, but you have to be prepared to set it up properly.

Any small reptile isn't really a good pet for a four year old. I am confident that you are the one who fully intends to take care of this animal but the requirements you list are impossible to meet at best. There is no such turtle or tortoise in existence which meets these requirements. Turtles and tortoises have alot of requirements to be maintained properly. If you really want animal for your four year old I think perhaps you should consider other more practicle options than a reptile of any kind.

Reptiles are living things.They only have one life.Don't make it miserable by giving them an improper place to live.If you don't know how to take care of them,them leave them alone.
