Jeez, this is one PICKY beardie!...

I tried changing Syd's setup around a little by moving his log and hide around so it made it a little more natural and allowed me to use a smaller bulb to achieve the same temps. Well, I did that a couple days ago and all he does is hide. I would take him out of his hiding spot and put him on the basking spot and in 10 minutes he'd be right back in the hiding spot. So I got a little fed up with it and figured he needs to be basking since he didn't bask after he ate last, so I put the setup back to how it was before. Guess where he is now...Basking. Is it normal for them to be this picky?

Yes it is, many of my animals rearange their cages to suit their wishes. My BDs move everything around unless it is nailed down. My 9' carpets put the hides where they want them as do my tegus. Anytime you change their enviornment it can throw them off. Give it a week and see how it goes. You have to learn to pick your battles.
