substrate info

I have a 9 month old ( 5cm) marginated tortoise , the breeder had him on a soil mix as a substrate ? any ideas on this ?

I mentioned above that I suggest grass clippings or hay. Little Testudos really seem to like burrowing into this also. Just be careful of any fire hazard with the heat source.
