How young can a male be to breed???

As soon as he's sexually mature. Males don't have the same weight/age requirements that females do because their job is over in a few minutes usually.

It varies depending on your dragon. I'd guess a good estimate to be somewhere between 6-8 months. Good test would be to put him in front of a girl and see what his reaction is like. He should beard out, head bob, and try to mount her.

My male is about 14 1/2 inches.
He does all that stuff but my female is about 20 inches.
can it work with him beening that small??

Yep, as long as she lets him. Watch for over agressiveness on her part so that he doesn't get hurt.
