Rheostats? Different types, different temps?

I have an el cheapo Rheostat (Repti Temp), my questions is: Are different types of rheostats able to adjust temps on a heat panel lower than others?

If the controller is say 600 Watt rated (like the in-wall dimmers for incandescent lamps) and the load (heating device) is a 7 watt heat pad, you better believe that there is very little resolution on the lower range.

Believe it or not, your el cheapo Reptistat or whatever is probably around 150 Watt rated, which just might give you better lower-range adjustment than the 600 Watt devices. Shouldn't be any worse than any other dimmer. They all suck at lower ranges unless your heating load is big.
