Abundance of male garter snakes awaiting females

I went out yesterday for a short hike and found 2 male garters. Then today I went out and found 4 more males. It almost seemed like I couldn't walk more than a few meters without seeing one.

I'm guessing that they are all just waiting for the females to come out of brumation so they can mate with them.

Here's a photo of one of the ones I caught today:

Unfortunately, sometime in the past, this guy lost the majority of his tail. There was only about an inch left of it. I kind of wonder if he will be able to mate or not seeing as his reproductive organs may have been damaged.

I believe the males come out first and wait for the females. Look for a den to see this happening. Also, young ones seem to be more optimistic.

Part of tail missing shouldn't hinder mating unless the sex organs were crushed or something. I'd bet he could still mate.
