I have 2 in with one male and neither has laid this far into the season. One is a proven 2nd year and the other is a first timer. They have food, hide boxes, water, calcium, a male, and a heat source, why wont they breed?

While leos don't need to be cooled to breed, they do need to have some way of knowing what time of year it is.
That means adjusting their light cycle. If they're in a room that gets natural light during the day, then they'll naturally breed in the spring. If they have lights on timers, then it's up to you to mimic fall, winter, and spring so that their bodies know it's breeding season.
Over the next few months, try taking them through an artificial "winter", then bring the day length back up slowly.
