How to increase temp in Uro Cage

I can't seem to get my Uros basking spot above 100. Unfortunately, I'm using an aquarium. It has a heating pad under the tank, an inch of sand, hot rock on top of that, another inch of sand, and a piece of slate on top of that. (Before everyone yells, the hot rock is connected to a thermostat set at 130, though it's never gotten that hot.) I have two 150 watt reptile bulbs on the hot side and two 75 on the other side of the tank. It's a 55 gallon tank. The top is covered by screen with duct tape covering part of the screen with just enough open to allow for ventilation.

The uro seems happy and roams quite a bit but I know I should have the temp higher. Any suggestions?

first take the hot rock out. Then get some bricks and place them under the hot side bulbs, and your basking spot will rise depending on how high you stack the bricks.
