Ok i want a snake but it has to be small no more than 2 foot long when it is and adult and it cannot be venomous is there a snake out there like that available to me?

There are plenty of snakes like that, but to answer that, you need to answer some questions that will help in deciding what snake is right for you.
How much space do you have, for tank size?
What would you want this snake to feed on?
Do you want it to have any bright or attractive colors?

I would go with maybe:
thayeri king (3 feet for males, but that is still small)
western hognose (rear fanged, but basically harmless)
pueblan milksnakes tend to stay small(male)
female cornsnakes
sand boas (kenyan and egyptian) these stay around 2 ft
green snakes

I don't know about the pueblan and green snake, but with the exception of a male kenyan sand boa and a male western hognose the other species you mentioned are over his/her 2 feet requirement.
Why do you say 2 feet max? What size/kind of housing can you provide? More info can help us give you better choices.

ya, but they are AROUND 2ft. ish. sort of....I mean, once you get them, they will hit 2 feet eventually. Aaannnnd then maybe exceed that, but not too much.....

2 feet is very small, and this will limit your options considerably.
Why are you limiting length to 2 feet? The reasons could help to make better suggestions.

Very docile, attractively patterned brown snakes. Eat earthworms and slugs.
The only problem is, that for some reason, they aren't popular enough to be found on sale lists often, if at all, and you might have to try to find your own, or commission someone who has a population near them to catch one for you.
Whichever snake you decide, DO YOUR RESEARCH FIRST. Use that web browser, and find care sheets, make sure you have all of your equipment set up, AND a reliable supply of year-round food, BEFORE you acquire the snake.
