Homemade rack need advice

I bought (sight unseen) a homemade 20 hole rack. A dimmer control was included which I will throw out and get a Ranco thermostat. It has 5 shelves with routered bottoms where one long piece of 3" flexwatt is run. The construction is very good, the sterilite bins slide out but no extra space on top, it was very well built.
It looks like I need to replace the cord, it is frayed in places. When I strip the new cord and attach it, is it OK to insulate the connections with plain electrical tape?
I have researched homemade racks and many show separate flexwatts for each shelf. Other than the energy waste if I am not using all 5 shelves, is there any reason why the one piece of flexwatt should not be used?

i have used electrical tape on all my flexwatt connections with no problems.some people use silicone calking,and of coarse you can buy plastic covers.running your connections in series with one plug works for me,you can wire in a switch half way turning on or off the other half of the rack.
