That behavior seems typical of two dragons of the same sex. I would think if they were male and female the femle would be more submissive unless she is bigger than the male. This could also happen if the male is too young and the female is more mature.

They are 2 males with out seeing cant be positive but i would bet the house on it. Keep them seperated and get them sexed.
They are both 18-20 inches long, and they look different in the approprita place. However, I did separated them.
