I am not an expert by any stretch of the imagination for Pipa's, and from searching on the net, I don't see much info on care for them so hopefully this might help. If your pipa is only 9 days old it's probably still learning it's surroundings. And it's unsure of all the activity. Also below is a feeding guide for pipa's you might want to try a different food source. I've also included a link with an extensive care guide, maybe within it you'll find more info. I hope this helps, and I hope your pipa starts eating.

Feeding: Juvenile Pipa should be fed daily with a mixture of suitably sized insects including tubifex, and White worms. Adult Pipa should be fed three times a week with a mixture of earthworms, slugs, maggots, small fish, and chunks of raw meat.

Well this thread has encouraged me. I was getting worried about a new pipa pipa which has still not eaten yet. I am having similar difficulties, I have now had the frog for one week, and it has shown no interest in eating any of the fish living beside it, or the worms which I have offered it. I have checked water parameters etc, and everything seems fine there. Perhaps they do just take a while to settle down.....
