I have had my water dragons on free roam since september in my room. Yesterday My little girl got out by me somehow and i didn't even see her. When i got home she was laying beside my cat. she was very cold as i dont really keep the rest of the house heated. She has 2 small cuts that had a little blood around them but a lot of her skin seems to be scraped off and it appears blue. I cant afford a vet right now and my car is broke iwth no way to take her anyways. I am giving her betadine baths and butting polysporin on her wounds. but are the blue spots wounds too? does any one know?

The blue marks are scrapes or bruises. Your current treatment sounds good to me. A Vet might be able to sell you a better ointment, but the ones your using usually are fine.
