Regal ringnecks are found in a small section of California, they are also found in Trans Peco(where they are all intergraded with Prairie ringnecks so they are not fully regalis)they are found in Idaho and a few other places in and around Texas. Key ringneck snakes don't have neck rings, some pure regals found in Texas have no ring as well. To find out the sexes of the snakes, you'll need to know how to probe, or if you don't know how, hold up the two snakes and see if one has a more thicker longer tail, if you have a male and a female you will be able to tell the difference by comparing.

And I have found regals to either have no ring or a full one.
