In my humble opinion if the bins or cages are outside or in a garage, and if there are not too many, I vote for alfalfa pellets. It's neat and controls odor. Problem is if there are too many bins then the cost can be substantial and it is h e a v y to dispose of.
If there are a lot of bins then you can go with pine shavings. although it is not great in odor control.
I only have a few adult rats - 2 females and 1 male. I keep mine in my study along w/ alot of my herps and my plant table. I have been using a 1/2" layer of odor controling kitty-litter (I think we use tiddy cat; comes in a yellow bag w/ black lettering). On top of the litter I place several layers of newspaper so that all of the litter is covered and they don't have to walk on the litter. I change out the paper every week and change out the litter every couple of weeks. Although I have never seen anyone advocating it, it seems to work great at controling odor and I have not seen any problems w/ it (however when sample size is only three, no problems seen is meaningless). Might be something to try; but I can't promise there are no risks involved.
