I have my UTH in one end of the tank, but it is way too warm on the surface on that side. I have a terranium lining which is like cage carpet I think, but its still too warm. What can I do to disperse the heat? Add more layers of substrate?

You might have to break down and buy and install a thermostat. That will allow you to regulate the heat put out by the mat.
I use a zoo med rheostat with the heat pads on my leos' tank and it works great. If you want something more accurate than a rheostat, get a thermostat.

I don't think they have those at the pet stores near me....can you buy one at a regular store like Wal-Mart or something?
