16 weeks=4 months. You should see spurs by now. Sizes vary so much it's very hard to say what is normal. One white foot might be a new shed starting or what is left of an incomplete shed. Black marks might be small scabs from scratches...not great to see, but a burn would look more grey and cover more area. Chams that fall asleep during the uproar of a show might be sick or badly stressed. Generally I would not be too happy with the seller...spurs should be really obvious by now, and babies with injuries should not be sold.

Which reptile show did you attend? I was a vendor at the Raleigh show selling my own veiled chameleons. I hatch everything I sell. First, let me tell you that the tarsal spurs are visible even on freshly hatched male veileds. Secondly,
veiled chameleons should not be put on display for the weekend in small deli cups under heat lamps. I keep ALL my veileds in screen cages throughout the expos. Otherwise, they would not get the proper care they require to stay healthy.(Water, food, ventilation, heat) Third, the 3 month old veileds I sold were 4'-5' STV. The 8 week olds I brought were 3'-4' STV.
I hate to be the one to tell you this, but you obviously made a purchase from someone out to make money with no regard to the health of the cham or its new owner. Some of the people attending these shows will tell you anything to make a sale.
Sorry you were taken.
