Those are probably hip bones, your dragon is underweight.

I agree.
One of the things to look for in a healthy dragon is a thick base of the tail. When the tail base is thin and the hip bones are visible, it's a sign that your dragon is too thin.
Between that and the eye problem, it sounds like it's definately time for your dragon to see a vet.

From the pictures of the hip bones and also the eyes, I would say you have a very thin and possibly dehydrated beardie.
I think a vet visit is in order as soon as it can be arranged.
