Raw fish can carry parasites, and I am sure it isn't part of a normal dragon diet. That being said, if you tried it I'm sure your dragon wouldn't die, but it is probably best avoided for both the dragon and the turtles.

It is fairly well known that you should never feed raw salmon to your dogs as it can cause salmon poisoning. So far it seems only dogs are susceptible. However keep in mind bearded dragons are fairly new as pets and havent really been exposed to raw salmon to know whether they too can get this potentially fatal condition. I am not going to go into great detail about this health concern for dogs because it is a bearded dragon forum. If you are interested all you have to do is type in raw salmon and dogs and tons of pages will pop up! Personally I would NOT take the chance of feeding raw salmon to my dragons nor any other animal of mine! There are far too many other food choices available that arent potentially life threatening!
