Tiger sal has bugs

Help! I'm seeing lots of little gnat-like bugs flying around in the guest bathroom, where Jaws lives.
He seems to be spending a lot of time in his water dish. Is it because they are biting him?
What can I do about this? It is causing some marital discord because our guest room is set up as the office/computer area and my husband (not a herp fan anyway) is getting annoyed by these insects (I have to admit they ARE annoying) and is blaming Jaws.
How do I get rid of them, and how can I prevent their return?

The insects are probably fungus gnats. If you re-make the terrarium that would get rid of them. The substrate may need replacing anyway if Jaws is spending a lot of time in the water anyway, so replacing it would take care of 2 problems.
