new rack need advise on heat for it?????

hello all i have somehow managed to build somthing, that so far has not fallen apart, lol, any way i am wondering on the most effective way to maintain heat to my animals, both cost and functionability, how do you guys,(with racks), have yours set up, heat tape, heat wire, run it on all shelfs, or down the back of the rack???, any help would be nice and here is the pic for you to judge

hay i just built the same thing i used 4 inch heat tape for bellie heat with a heilx ds1000. go to the bean farm web page they have all your needs.
