Heat tape info please

I bought a used wood rack with 3" heat tape, and have just received the thermostat controller I sent off for. The controller says ther should neither be too much or too little in the way of heat power, too little might not heat and too much they say causes excessive cycling of the thermostat. Could y'all tell me what you know about heat tape and temperature control please?
