From my experience they are not that hard to keep. I have one male in a 10 gallon take with UV and a small 25watt spot that comes on for a couple of hours midday to make sure that the temp gets to the higher end of the spectrum. I'm told that a heat lamp is not necessarily needed but I have seen him basking so I know that he prefers to have it. Just don't get any lamp higher than 25-30 watts as anything hotter will overheat your skink.
For substrate I use cork bark; my hide (which has worked out wonderfully) is a small terracotta/clay pot that I cracked in half and sanded the sharp points off. Definitely make sure your skink has access to lots of water as they are semi-aquatic. My male swims in a 10 inch round plastic saucer that would normally go underneath a plant pot.
Maintenance is fairly simple. I change the water (dechlorinated) in his dish every other day and usually check the tank for any feces to be picked up and clean the entire tank once a month. Mine doesn't seem to be interested in eating any more often than every two days or so and seems to prefer mealworms over crickets. He will eat crickets but no more than two or so at a time.
Let me know if you need to know anything else. I'll be happy to help if I can.

Matt
