clean water w/o a filter possible?

is it possible to keep a tank from smelling badly without a filter?
it'd be a 20G long with 2 quarter sized(or slightly smaller) hatchling eastern painteds,

Yes, if you change the water every day. Good idea too, start saving that money now for the 100 gallon tank and really expensive canister filter youll need whent they grow up.
