Hi Jodi,
First off..good luck with the MBD. Secondly, keep the cat away from the cage! That is MAJOR stress for the cham!! If he is already debilitated from MBD, a cat clawing at the cage is going to kill him quick! The cage should be up as high as possible (the lower part of mine are at my eye level).
As for the outdoor cage, when I was in California, I had a 7ft cage that I built myself using John's instructions on his page
