water heated incubator

I have a question for all of you that operate an incubator that has heated water on the bottom supplying heat and humidity. I need an incubation temp of around 89, but am finding that I need to set my aquarium heater to around 91 to achieve this. It is the kind with a knob to adjust water temperature. Is this normal, to have the water heated above the actual incubator optimal temperature?
