puffy eyes are due to vit a deficiency. take the turtle to the vet. and for prevention in the future, try feeding carrots and other sources of vit a daily. but this is not a way to cure the turtle. chances are, there is more going on there than you know. your turtle could have an infection too. so vet vet vet!! off to the vet you go!

Eye infections are very commonly misdiagnosed as a Vit A
deficiency. If your turtle is getting a varied diet, this
is not the case. Excessive shedding is a direct result of
TOO MUCH Vit A. I would first rule out a respiratory infection.
This is the most common cause of swollen eyes. Check your
temps and such first and a vet visit cannot hurt.
Reevaluate your turle's diet to make sure you are not
giving too many foods with an excess in Vit A. I had
a problem when I was giving a shrimp treat designed for them
in access years ago. My turtle was shedding everywhere.
I reevaluated his diet and after looking at the ingredients
I realized it was the culprit. I stopped giving it to
him and haven't had a problem since.

Linda is correct in her statement. Too often that is the pop diagnosis for a swollen eye. In your more recent posts you also mentioned you animals are nipping at eachother. It might be that since only one eye is swollen that the turtle sustained a bit injury to it.
This is all speculation though and you really should get the animal to a vet for evaluation.
