First you need a male and female leo in reproductive condition. They can lay anytime after 30 days of coupling. Put the eggs up in damp vermiculite in a deli cup. Here's where it can vary from person to person. Some people just set the deli cup in the top shelf of a closet where the temp stays in the 80°s. Most people use some sort of incubator. The Hovabator is a good one for beginners. You can get them on-line or at most feed stores. Incubate according to the instructions at 82° and you should see hatchlings in 60 days.
The average time between 2 egg clutches is 21 days. It can vary from leo to leo. I've had entire colonies lay every 11 days and some that lay 45 days apart. The latter are usually older females. It also depends on how healthy the females are and how fast they can put the proper weight back on until they are in reproductive condition again.
Good luck
