I don't like the looks of my turtles beak, anyone seen similar?

I'm new to turtles and have just resently adopted a rescued box turtle. Not even sure what kind of box turtle he is. I am concerned with the appearance of his beak. It appears to be white, dry, and flakey looking, like chapped lips. He does get a 30 min. bath daily so I don't think its just dehydration. Can anyone tell me what this could be and/or if it should be a concern? I've been reading care sheets but have yet to find anything about beaks other that overgrown?

looks severely over grown, you can either feed him on HARD flat surface like a flat rock, or take him to a vet and get it trimmed.
