I don't think there is such a thing as an ideal relative humidity. This is another one of those things where it depends.
The physiology of the reptile egg has been studied extensively and it is another one of those things where the more you learn the more you realize that you don't know.
From a practical point of view where sulcata eggs are concerned, drier seems to be safer. If the moisture is too high the eggs tend to crack. As a general rule for tortoise eggs I always suggest a ratio of 2 to 1 by weight of vermiculite or pearlite to water.
