ball python prolapse?

what can be done for a prolapsed hemipene? it has been to a vet and they gave me steriod cream to put on but it didn't help.

I have heard that a soak in lukewarm sugar water will retract it. Try that?

This can turn in to a fairly serious condition. The meds they gave you might help, and the soaking that was suggested by the other poster couldn't really hurt (except for making him sticky). If it is allowed to remain that way, the tissue of the hemipene will likely eventually become infected and necrotic and the hemipene may have to be amputated. You may want to check with another vet (a herp vet). This can possibly be fixed fairly non-invasive treatment if it is taken care of soon enough.
