How 'bout offer appropriately sized frozen/thawed mice made to smell like fish?.... worked well for my garters.... and I'd wager that it's safer, more nutritious, cheaper, and more convenient to obtain.
i rubbed a pacific treefrog one a pinky and the garter refused, all it eats is frogs.
Try fish. If you feed frogs to the snake it will have a large quantity of internal parasites.

Maybe it is a locality garter thing. All the easterns I have met eat earthworms with relish. I have had them eat minnows well too.

Every garter snake I had ate goldfish/guppies. I would also feed them American toads that I would go collect(Of course NOW I wouldn't do that since I know better but I was a teenager with limited funds..lol). Try using earth worms! My garters would eat em no problems.
Most adult garters will accept pinkie mice. Might I suggest trying live pinkies. The movement will should stimulate a hungry garter snake and pinkies pose no threat of biting the snake as you know. You could always use a prekilled pinkie with an exposed brain..you would have to expose the brain yourself which can be a little gross.
