Have the laws in New York State, regarding the owning of box turtles, changed?
Not really. They are still considered a "Game" species with no open season per the Environmental Conservation Law (ECL).
They require a License to collect/possess (LCP) from DEC Special License Unit.

The license is not too difficult to obtain if you have a reason for it. All it takes is $10 and a wait for the DEC to talk with you. My wife was able to get the licence without too many difficulties for doing public demonstrations with them for the Western New York Herpetological Society. There is some minor paper work you need to keep track of, such as how many times and where you did the presentations.
