I'd say, from my brief experience with them, that Dendrobates terribilis are the most toxic in the wild. These are the "mint" "golden" and "yellow" pdf's. However, captive bred animals are NOT toxic, at least not enough to be a threat to you, but really- you shouldn't handle the frogs anyway, they're too delicate.
They're like fish, to be observed quitely- not carried around like an iguana.
These same D.terribilis are also said to be some of the most vigorous and bold of all dart frogs- plus they can eat larger items like pinhead and slightly larger crickets. They are said to be very hardy frogs.
I think D. leucomelas are also bold, hardy little guys but are probably a bit shyer. I'd say the azures are even more timid than the leucs- but when well-fed they're quite placid.
