Underfed?

I have an 11 month old Bearded Dragon. I "rescued" her at Petsmart. She is only 15" long. From what I know, this is a little smaller than average. Well I got her, she had tons of loose skin. I heard from a bearded dragon website that the cage size doesnt matter when stunting their growth. It said that underfeeding is the main cause of making reptiles small. The people want the reptile to look small and cute so people will buy them, (I dont remember the website, sorry.)
1) Is that statement about the underfeeding true?
2) Could my Beardie have been underfed to look smaller?
3) If so, is there anything I can do to have her regrow what she lost?

I don't think she was underfed on purpose, she probably just wasn't given the care that she needed to thrive. Cage size does not stunt their growth. She is still pretty young, if she is fed and housed properly I am sure she will fill out and add to her length.
