No. If you keep a RES in a tank that is too small for it, it will grow anyway and just live a miserable life. Most often with improper care disease will set in resulting in malformed or dead turtles.

That's not true for anything... not even fish... I guess bonsai trees might be some sort of exception.

(technically a small tank will often make a fish grow slower, but this will shorten its lifespan and leads to deformities. i've seen several common plecos with bent spines)
