Im gettin a water dragon, Q on setup

I have been reading about and researching water dragon enclosuers some, and i am wondering, how much area should be ground?
for my young water dragon, i am going to put em in my 24 gal tall tank, and my idea was to have maybe an inch or 2 of water in the bottom of the tank with braches and plants in and coming out of the water and going 15 or so inches up.

Is it necessary for me to have an actual area of land that he can walk around on or burrow in? Or is it just ok to have a large tree area with water (containing plants and some large rocks to offer depth ranges) at the bottom?

(eventually i plan to get him a much larger enclosure where land area wouldnt take up *so* much of the tank)

Water dragons can get funguses and jungle rot from being too wet all the time, IMO a land area is always necessary. I wouldn't start a baby dragon in anything less than a 55 gallon tank, you will be surprised at how fast they grow. Also, with no land area they wouldn't be able to hunt their food, which is important for young dragons. Otherwise they will do a lot of sitting around and not get enough exercize.
