Can anyone give me some insight on how to construct one of these?
I have three 7 amp hour 12 volts and no way to charge them.

go to any radio shack, hardware store or hunting supply store they have them in stock.
you can also by a cigarette lighter plug for your car & make it so you can hook the hot wire to on the battery & then hook the ground wire to the - that way you can charge while your driving

I have seen them a number of places. Found a few good deals in places that sell used PC's and you can look at Best Buy Etc. where the electronic keyboard adapters are.
You may also want to pick up (or borrow) a voltmeter. It is a good way to make sure the /- is correct. And the cheapest ones work fine for that. You hook it up backwards and you are likely to warm things up instead of charging them.
Add a cigarette lighter (male) to your DC adapter and (female) to your batteries to make life easy.
