How can I do that? ---about fraud

Someone fraud on me. I have been kept his email and I also have his phone number and address. He lives in Hawaii. The money is
$24.5. I export my star torts to Hawaii legally and I wanted him to send health exam fee, and agreed to give my $24.5 as a health exam for interstate travel. but After he got my torts he did not apply to me. right after the day he got them he told me that he saw they were eating greens. I tried to contact him but he ddidn't reply me by phone or email...How can I do that? Call the police?
