Buying First Tortoise

Hello,
I am interested in buying my first tortoise, and I need some advice.
I'm looking for a tortoise that will stay on the smaller size and is
fairly easy to care for. I think from the information I have looked
at, the russian or hermann tortoises are the species mentioned the
most.
What are the general costs for certain tortoises?
Are there any consequences for a tortoise that will have to be left
alone, possibly inside, for most of the day? But during the
weekends, we will be able to take it outside.
I also have a cat, has anyone had bad experiences mixing a cat and a
tortoise? Especially since I'm assuming the turtle will need an open
enclosure.
Any advice is greatly appreciated.

yeah russians are good. frendly and small. they eat dandelions and chickweed and other weeds so you can feed them real easy during the summer. but dont use herbicydes on your yard. they eat willows and hibiscus and hosts and lots of plants around the yard. dont get one at the store. they will be expensive and they will die. all the store torts are wildcaught. you can probably find a breeder tho. or see about getting a resscued one from turtlehomes or other shelters. and first thing to do is get a fecal sample to the vet. most of them have hookworms or whatever when you first get them.
