ID this toad

Caught this toad in northern Virginia at a construction dump behind a school, but don't know quite what he is. Doesn't look like the American Toads I normally run into. Very small (that's my little finger at the bottom of the pic), so he's probably got some growing to do. Got some tadpoles at the same time and they're metamorphosing into much darker versions of him. Just out of the water they're almost black with two rows of reddish spots down their backs.

Fowler's toads are also found in Nor VA, but this looks like an American to me. It's reddish/orangish coloration is typical of americans in VA, and it has a lack of large blotches with more than 2 warts in them.
