I think it is an ornate male. Am I correct? Found in central Texas.

Male ornate and that position of bending head back is typical too. Ornates can be tricky to keep healthy at first but very interactive and interesting once they adjust to your yard. Mary Beth

looks like an ornate for sure, not a luteola.
i'd guess male by the color...but you ever know...
get that beak down before it becomes a problem with his eating.
