Anyone in NC who owns A Common Snapper?

This message is not for me but for but for my sister in law. She just recently found a little baby common snapper in her drive way. There is no water or anything near where she lives so she doesn't even know how it got there, but she decieded to keep it. My first question was, does she have to have a permit to own a snapper in NC? My second is, she has it in a rubbermaid container right now with some fake plants and a couple inches of water so he can go all the way under and have his shell covered! Just recently though a white mucousey film has been appear on the water surface. Does anyone know what could be causing this? She changes the water everyother day!! Thanks in advance. First, get rid of the fake plants...go to the pet store and get:

1) a fluval 2 or 3 filter
2) some aquatic plants (anachris, etc)
3) reptomin pellets, some frozen silversides and some crickets.
