Question about an Afr. Sideneck we have @ Work...

Hrmm... Not much posting going on at this particular forum, hopefully I'll get some help...

I work at a PetsMart in Oklahoma and we've had an African Sideneck for about 3 months. He's really never been too active, but for the past 2 weeks he's only been sleeping - Most of the time with his head under the water!
Whenever I pick him up he's slow to open his eyes, but he eventually does, and he's a little more alert. But a few minutes after I put him back into the water he's laying his head down again. He's still eating (but not as much as he should).

Here's how he's set up:

The habitat is equivalent to a 40 gallon Aquarium but we're only able to put 4-5 inches of water in it. There are 2 basking bulbs which make the temp about 85 degrees on the basking side (which covers about 40% of the available space) and one 18 inch UVB bulb. I feed them (he's housed with 2 four-inch RES) Reptomin, calcium dusted crickets, Rosie Red feeder fish, and Romaine lettuce (he doesn't touch the lettuce tho). Oh, and the water is filtered... with some sort of filter... lol, I do regular water changes - once every 2 weeks.

I wish we could have more water/swimming room, but with the design of the (stupid) reptile habitat it's impossioble.

Is he stressing out b/c of bad environment, or... maybe he has parasites?... I've been nagging my manager about doing something for the turtle, but I found out that if we take him to a (knowledgeable) vet, The money is going to have to come out of her pocket (b/c our store doesn't have a Retile Vet anymore ) So we (including the turtle) would greatly appreciate ANY advice.

do you know the species exactly?
pelusios?
pelomedusa?
water temperatue could be an issue.
I have often seen these guys kept in tanks with no top and no heater in air-conditioned rooms; its gets too cold. so work on the temp. a warmer basking spot may help too...95 maybe.
I would also suspect gut parasites though. you have a staff vet, no?
a 40 gallon tank is pretty small...can you give him some more room...with a hiding place?
