We recently just got two painted turtles and now the male is biting onto the female and latching on. I was wondering if this is part of the mating process and if there is anything we should do? thanks

I don't know why they do this. I had the same problem with my turtles. Later I found out they were both boys. We ended up giving away one of them away. I also had one male and one female that grew up together from hatchlings in the same tank and as they got older the female would pick on the male. The female was really fat and huge and the male was about normal size. I noticed the male had a small piece of his tale missing and I knew it was time to seperate them, but I couldn't because I didn't have enough room for them anywhere else, so sadly we gave them up as well. I am sure they are happier now though. I am happy with my only turtle now. He was the first one I ever got and I raised him from a hatchling as well. Now he has a 90 gal tank all to himself.

It most likely is not part of the mating process, and what you should do is get a bigger tank with more water in it.
