Soaking Russians

How often should I soak my russian tort? I know they are aridland species and I live in Louisiana where it is very humid at times. I don't want it to develop an RI. I keep a shallow water dish on the cool side of the cage to keep humidity down but am very tentative about soaking. It is also housed indoors now because of the heavy rains we are having and are expected to have all summer long. Is soaking really necessary? The advice of you tortoise pros would be greatly appreciated.

are they hatchling or adults?
(if you just got them new from a pet store?) then that make sense to give them a good scrub and flush...after that is outta door: a la selfservice , a water dish would do (these guys are usually tough unless they experience other problems otherwise).
for what you discribed about the place, would suggest an outdoor area for them on a slope (gravel/sand based) assisted with artificial utilities ( such as a little heated house the size of a dog house) to fended off ( some) humidity... be creative and FEEL like a PIONEER!
