As far as the legal end of the topic, it is not illegal to keep eastern hognose or any other hognose species in the state of New Jersey. So i would have to say NO they arent classified as rear fanged venomous, because if they were, you would not be allowed to keep them, because ALL venomous species are illegal to keep in New Jersey.
Correct me if I am wrong, but I am 99.9% sure of this.
This is exactly whats wrong with assinine legislation like that (first off, any responsible adult should be able to keep a truly venomous snake under a rational permit system such as Florida's. Banning it simply drives it underground, people are less likely to know what they are doing and also are less likely to seek proper medical care in the event of a bite since they don't want to risk loosing their animals). That all aside, hognose, like virtually all other 'colubrids', are venomous. However, being technically venomous does mean that they are venomous from a practical/medical perpective. Hognosed envenomations are typically of trivial concern.

First of all, thats the best place to put the pictures cause theres no hognose section. Secondly, legal wise I don't think theres any method good enough to rule out who is responsible enough to keep venomous snakes. Therefore, I believe the government should step back and sellers of hots should step up and not sell their animals to the highest bidder but make sure they know what they are getting into. If the gov. is gonna restrict what can be owned they should not go by venom but the amount of danger that the snake posses. I'm just a teen and don't plan on having any hots for a loooong time, but I think I'm more experienced then SOME of the guys buyin hots. If my neighbor can have a huge aggressive pitbull(not stereotyping) than I should be able to have a fat gaboon viper in an escape-proof cage.
THANKS FOR THE ANSWERS. AND YES, I AM 100% SURE VENOMOUS SNAKES ARE ILLEGAL IN NEW JERSEY. YOU NEED A SPECIAL PERMIT AND IT'S ONLY FOR MEDICAL OR BIOLOGICAL RESEARCH, NO BREEDING AND SELLING OR "PETS". I GUESS THE HOGNOSE ISN'T ENOUGH OF A CONCERN FOR NJ LEGISLATURE. THEY ONLY COUNT VIPERS etc. IT'S KIND OF STRANGE THOUGH, NEW JERSEY DOESN'T HAVE ANY LAWS GOVERNING ARACHNIDS AND THE SUCH (NOT TO THE BEST OF MY KNOWLEDGE ANYWAY). PERFECTLY FINE TO OWN THE MOST VENOMOUS SCORPION UNDER THE SUN.
Heterodon are legal to keep in NJ. I currently have Mexican, southern, and eastern hogs on my NJ permit.
